Osun Orders Flood-Infrastructure Audit as Over 1,000 Households Are Reported Affected

The Osun State Government has ordered an audit of major flood-control infrastructure undertaken since 2020 as authorities assess damage from flooding that has reportedly affected more than 1,000 households.

Governor Ademola Adeleke’s October 1 directive also requires a coordinated assessment of affected communities, inspection of damaged bridges, culverts and roads, and the creation of a verified register of affected households.

The state says the measures are intended both to respond to the immediate flooding and to strengthen longer-term flood management.

Government orders infrastructure performance audit

Under the directive, Osun is to begin a Flood Infrastructure Performance Audit covering major interventions undertaken from 2020 to date.

The order creates a clear accountability test over what flood-control infrastructure exists, how it has performed and what remedial work may now be required.

It does not, by itself, establish that any contractor, agency or public official acted improperly.

No completed audit findings have yet been released.

Roads, bridges and culverts to be inspected

The Ministry of Works has been directed to inspect reported damage to bridges, culverts and roads and implement emergency safety measures where necessary.

The Ministry of Environment and the Osun Waste Management Agency are also to clear critical waterways, drainage channels and culvert entrances.

Affected local governments must submit verified incident reports identifying locations, households affected, infrastructure damage and immediate needs.

The Osun State Emergency Management Agency is responsible for coordinating emergency assistance and establishing the verified household register.

More than 1,000 households reported affected

Punch reported on September 30 that more than 1,000 households had been displaced by flooding across Osun.

Its correspondent identified Gbodofon, Ogo-Oluwa, Omigade, Ijetu, Oke Arungbo, Baruwa and Isale Osun among affected communities in Osogbo.

Punch also reported that more than 700 buildings close to the Osun River were affected in Ijetu, Isale Osun and Oke Osun.

Those figures precede the state government’s verified household register and should therefore be treated as reported provisional figures rather than a final official statewide count.

State expands flood-response system

The October 1 directive also orders development of an Osun State Flood and Stormwater Master Plan based on hydrological and hydraulic assessment.

The government is to establish OSUN FLOOD WATCH as an integrated early-warning and community-reporting platform and develop a Bridge and Culvert Hydraulic Safety Register to classify critical crossings by structural and hydraulic risk.

All affected ministries, departments and agencies are required to submit initial implementation reports within 14 days.

A consolidated progress report is then to be submitted monthly for the remainder of the rainy season.

The state has previously reported drainage and flood-response interventions, but the newly ordered performance audit will determine how major interventions since 2020 have performed.

What the audit now needs to establish

The central accountability questions are specific:

Which flood-control projects were delivered, where were they located, what condition are they in, which structures failed or were overwhelmed, and what repairs or redesigns are required?

For residents, the immediate test is whether damaged infrastructure is made safe, affected households receive support and the audit produces usable findings.

Until the verified household register and infrastructure audit are completed, the strongest safe position remains:

Osun has begun a coordinated flood-response and infrastructure-review process after widespread flooding, but the final household impact, causes of infrastructure failure and any responsibility for deficiencies remain unresolved.
