Rivers pipeline explosion: 20 injured as investigation, aid calls grow

At least 20 people remain reported injured after a gas pipeline explosion struck Aleto community in Eleme Local Government Area of Rivers State, as residents and environmental advocates press authorities to establish who operates the affected pipeline, what caused the blast and whether warnings about an earlier leak were acted upon.

The explosion occurred along Old Bori Road at about 5pm on Thursday, October 15, damaging homes, shops, vehicles and a mechanic workshop.

Published reports have estimated that about 50 houses were affected, but that figure has not yet been established through an independent or official damage assessment.

Several injured residents were reportedly taken to hospitals for treatment.

Operator and technical cause still unresolved

The identity of the operator of the affected pipeline has not been conclusively established by an authoritative investigation reviewed by IDNN.

Published reports have attributed the affected pipeline to the Nigeria Gas Company, but IDNN has not obtained authoritative regulator or operator documentation independently establishing ownership of the specific facility.

The Youths and Environmental Advocacy Centre, YEAC-Nigeria, has called on the National Oil Spill Detection and Response Agency to identify the facility operator and investigate the incident.

The technical cause of the rupture and explosion also remains unconfirmed.

That means neither operator responsibility nor negligence can presently be stated as an established fact.

Local officials say warnings came before explosion

A resident identified as Stanley told reporters that the pipeline had been leaking for about three weeks before the explosion.

Daniel Chuma, Leader of the Eleme Legislative Council, also said the council had written to the company and petitioned NOSDRA and the Rivers State Ministry of Environment, with police copied, seeking intervention over the reported leak.

Those claims raise a significant accountability question.

But IDNN has not independently obtained the petitions, proof of receipt, an inspection record or a response showing what any company or regulator knew and what action followed before the explosion.

The existence of a prior warning therefore remains an attributed claim rather than proof that an identified institution ignored a confirmed danger.

Calls grow for assistance to affected residents

YEAC-Nigeria has also called on the Federal Government, Rivers State Government, the Ministry of Environment, NOSDRA and other relevant agencies to assist residents affected by the explosion.

The immediate consequences include injuries, damaged homes and businesses, destroyed property and uncertainty over the safety of the surrounding area.

For affected residents, the next phase is likely to centre on medical support, damage assessment, temporary assistance, repairs and clarification of any compensation process that may eventually apply.

No entitlement or liability finding has yet been established.

What authorities still need to answer

The outstanding questions include:

  • Who operates the affected pipeline?
  • What caused the rupture and explosion?
  • Was there a leak before the incident?
  • Were complaints or petitions formally received?
  • What investigation or inspection followed?
  • What is the final verified injury count?
  • How many homes and businesses were actually damaged?
  • What assistance is being provided to affected residents?
  • Will NOSDRA or another competent authority conduct and publish an investigation?

Until those questions are answered, claims that warnings were ignored or that a particular company or regulator was negligent remain unproven.
