Nigeria’s food and drug regulator says intelligence from its investigations indicates that counterfeit networks involving some Chinese nationals are establishing manufacturing and logistics operations inside Nigeria.
The National Agency for Food and Drug Administration and Control, NAFDAC, says the development marks a shift from an earlier pattern in which counterfeit products were largely brought into the country as finished goods.
The allegation is significant.
But it remains a claim by the regulator based on its investigation. It is not a finding against Chinese nationals, Chinese-owned companies or foreign businesses generally.
NAFDAC alleges a shift to local production
NAFDAC says some counterfeiters are now setting up production and distribution operations inside Nigeria rather than relying only on imported finished products.
The agency says it has identified and shut facilities it describes as being linked to such operations.
Those enforcement actions do not by themselves establish criminal guilt.
A facility being sealed, searched or investigated is not the same as a conviction, and allegations against individuals or companies remain subject to evidence and legal process.
Agency reports 64 convictions
NAFDAC also says it secured 64 convictions of counterfeiters between June 2025 and June 2026.
That figure shows that some enforcement cases have progressed through the courts.
But each conviction applies only to the specific defendant and offence established in that case.
It cannot be used to prove separate allegations involving networks or suspects whose cases have not been concluded.
The regulator has also continued to argue for stronger penalties against people convicted of serious counterfeit offences.
The public-health concern
Counterfeit and substandard regulated products can expose consumers to products whose safety, quality or authenticity cannot be relied upon.
That makes the issue more than an enforcement problem.
It is also a public-health and consumer-protection problem.
Ordinary buyers may not be able to distinguish genuine products from counterfeits by appearance alone, leaving regulators and enforcement agencies responsible for detecting unsafe or falsely presented products before they reach the public.
The accountability question
NAFDAC’s allegation raises a deeper question about enforcement capacity.
If counterfeit production is moving inside Nigeria, regulators need to establish how such facilities are being identified, how long they operated, how products entered distribution channels and what evidence links specific operators to alleged offences.
There is also a coordination problem.
Manufacturing, warehousing, transport, corporate registration and distribution may involve multiple institutions.
That means dismantling a suspected network can require cooperation between NAFDAC, police, customs, immigration, corporate regulators and other agencies.
The public should therefore be able to see not only how many facilities are shut, but what cases reach prosecution, what evidence is tested in court and what products are removed from circulation.
What remains unproven
NAFDAC says some networks involving Chinese nationals are part of the pattern it is investigating.
That does not establish collective responsibility by Chinese nationals or Chinese-owned businesses.
It also does not establish guilt against any unnamed individual or company.
The evidence in each case must determine the finding.
The public-interest issue is not nationality.
It is whether organised counterfeit production is becoming more deeply embedded inside Nigeria, what evidence regulators can produce against specific operators, and whether enforcement can prevent unsafe or falsely presented products from reaching consumers.
The next story is not only who NAFDAC accuses. It is what the evidence proves and which cases survive scrutiny.
