Multiple deaths reported at Okrika jetty as police investigate fatal incident

Multiple people have died in a fatal incident at Okari Jetty in Okrika Local Government Area of Rivers State, but authorities have not established a definitive death toll or the precise cause of the fatalities.

The incident occurred around midnight on September 3 in the Okrika Mainland area.

Rivers State Police have confirmed that deaths occurred and said an investigation is underway to establish the circumstances and determine the actual casualty figure.

The command has not confirmed an authoritative death toll.

Conflicting casualty figures

Community, advocacy and media accounts have reported different numbers.

Some reports put the number of deaths at about 37, while other community accounts say as many as 43 people may have died.

Earlier accounts carried lower figures.

Police have not reconciled those numbers.

IDNN is therefore not treating 37, 43 or any lower early figure as the final toll.

The available reports use different casualty categories and have not yet been reconciled by authorities.

Witnesses report strong fumes at the jetty

Witnesses and community sources say a strong petroleum-related smell or fumes spread through the area while petroleum products were being handled at or around the jetty.

Several people reportedly collapsed.

Some were also reported to have fallen into the river, while others who escaped were said to have experienced breathing difficulties and received medical attention.

Those accounts point to a serious incident involving reported exposure to fumes, but they do not establish the precise medical cause of every death.

There is no publicly available toxicology, pathology or engineering finding reviewed by IDNN that identifies the exact substance involved, its concentration or whether drowning contributed to some fatalities.

Accounts differ over activity at the site

Some community and advocacy sources allege that people at the jetty were attempting to collect or siphon petroleum products through or around an illegally tapped point.

Other local accounts have offered a different description of why people were present.

Those accounts have not been independently reconciled.

IDNN has not established the legal status or conduct of every person who died.

For that reason, this report does not describe all of the victims as oil thieves, illegal bunkerers or criminals.

Any allegation of illegal petroleum activity remains subject to investigation.

Product and infrastructure claims remain under verification

Community and advocacy sources have made claims about the petroleum product involved and infrastructure associated with the site.

Those claims remain under verification.

IDNN has not independently established the precise product involved, the ownership or control of the relevant infrastructure, the operator of any vessel reportedly present, or the chain of responsibility for the jetty.

Those distinctions are material.

A company name, pipeline association or vessel presence appearing in a community account does not establish responsibility for the deaths.

Any operator, infrastructure owner or regulator materially linked by evidence must be given a meaningful opportunity to respond before an adverse finding is made.

Police investigation now central

The Rivers State Police Command says its investigation is continuing.

That investigation will need to establish how many people died, who remains missing, what activity was taking place at the jetty and whether any offence occurred.

Separate technical questions remain for health, environmental and petroleum authorities.

They include what substance was present, how any exposure occurred, whether infrastructure had been tampered with, what safety controls existed at the site, whether people fell into the river and whether drowning contributed to any deaths.

Environmental campaigners have also called for a formal investigation of the incident.

That call does not establish regulatory failure.

A competent technical investigation would be required before responsibility can be assigned.

Immediate public consequence is already severe

Even before the casualty count and precise cause are settled, the public consequence is clear.

Multiple people are dead.

Others have been reported missing.

Survivors have been reported with breathing complications.

Families and the wider Okrika community still do not have an authoritative account of how many people died or exactly what caused the fatalities.

Those are now the two immediate verification priorities.

Until police, health authorities and competent environmental or petroleum regulators reconcile the casualty record and technical evidence, the final death toll, precise cause and any institutional or individual responsibility remain unresolved.
