Nigeria maps 14,118 communities at high flood risk as state-readiness test deepens
Nigeria has identified 14,118 communities across 266 local government areas as being at high risk of flooding in 2026.
The classification covers 33 states and the Federal Capital Territory.
A further 15,597 communities across 405 LGAs in 35 states fall within the moderate-risk category, according to the National Emergency Management Agency.
Those figures are forecasts.
They do not mean every listed community is currently flooded or that damage is inevitable.
The warning is intended to give governments and residents time to act before predicted hazards become disasters.
Federal coordination has been activated
NEMA activated its National Emergency Operations Centre on August 5 to coordinate monitoring, information flow and preparedness during the 2026 flood season.
The agency says the centre is intended to improve coordination between institutions and support faster decisions as flood threats develop.
NEMA has also repeatedly urged state emergency agencies, local structures and communities to activate contingency plans and intensify preparedness.
That establishes a federal coordination framework.
It does not, by itself, prove that every high-risk state or community is operationally ready.
The harder test is now at state level
The accountability question is what happens after states receive national warnings.
For communities identified as high-risk, practical preparedness can include mapped evacuation routes, functioning shelters, drainage and waterway clearance, trained local response teams, emergency communication channels and supplies positioned close enough to reach affected residents quickly.
Evidence of those measures is not equally visible across all states covered by the national outlook.
That makes state-by-state readiness the next test.
Which states can show where their evacuation centres are?
Which have tested local response plans?
Which have cleared known drainage or water-flow bottlenecks?
Which have positioned boats, medical support, food and emergency supplies before roads become inaccessible?
And which are still relying mainly on warnings to residents?
Cross River offers one readiness benchmark
There are documented examples of governments testing their response systems.
On July 30, NEMA and Cross River State partners conducted a full-scale flood simulation in Calabar to test operational readiness and coordination among emergency agencies, government institutions, humanitarian organisations and community actors.
A simulation does not guarantee that a real emergency will be handled successfully.
But it provides measurable evidence that a response plan has at least been tested before a disaster.
Comparable evidence from other high-risk states would make it easier to judge how far preparedness has moved from policy into operational capacity.
Warning indicators remain active
The national risk picture continues to change as the rainy season progresses.
On September 7, NIHSA’s flood-monitoring dashboard displayed the River Niger at Lokoja at a critical level.
The dashboard also carried a major/destructive flood-risk alert for Lagos Island.
Those are warning indicators.
They should not be read as proof that the warned areas have suffered equivalent flooding, displacement or infrastructure damage.
The distinction matters: a critical river reading or severe alert signals elevated risk, not automatically confirmed community impact.
Forecasts matter only if action follows
Nigeria now has increasingly detailed forecasts, warning systems and national coordination structures.
Their value will ultimately be judged by what happens on the ground: whether people are warned early enough to move, whether evacuation routes function, whether shelters exist, whether emergency teams can reach affected communities and whether preventable losses are reduced.
For now, the verified position is this:
Nigeria has identified more than 14,000 communities as high-risk for flooding in 2026.
Federal coordination mechanisms have been activated, and some states have documented preparedness exercises.
But the national outlook does not prove that every high-risk state or community is operationally ready.
That is the accountability gap the next phase of the flood season will test.
