One person has died and four others were rescued after a four-storey building under construction collapsed in Independence Layout, Enugu, raising fresh questions about building safety and regulatory enforcement in the state.
The structure, located on Ogbalu Street, came down at about 6 a.m. on Sunday while workers were reportedly sleeping at the site.
The National Emergency Management Agency said a joint rescue team recovered the body of one male victim from the rubble and continued searching the site to determine whether anyone else remained trapped.
Separate reporting from the Enugu State Capital Territory Development Authority said four workers were rescued and taken for medical treatment.
Rescue teams move in
Emergency response involved NEMA, the Enugu State Emergency Management Agency, the police, the state fire service, ECTDA and the Ministry of Works and Infrastructure.
An excavator was deployed to support the removal of debris as rescuers worked through the collapsed structure.
One of six workers who were said to have been sleeping at the site had reportedly stepped out before the collapse, according to state-linked accounts.
The rescued workers were reported taken to the Enugu State Teaching Hospital.
Cause not yet established
Authorities had not established the cause of the collapse when checked.
That means no conclusion can yet be drawn about structural failure, material quality, engineering error, negligence or regulatory breach.
The building was reportedly being developed as a hotel, but the immediate verified facts remain the collapse itself, the death, the rescues and the continuing investigation into what caused the structure to fail.
ECTDA says site had been sealed
ECTDA Chairman Uche Anya said the project had previously been issued a stop-work order and sealed over alleged integrity and approval-compliance concerns.
IDNN has not independently reviewed the underlying sealing notice, stop-work order or related enforcement documents.
That distinction matters.
The regulator’s statement establishes what ECTDA says it did. The primary records are still needed to confirm the precise enforcement history, dates, conditions and whether construction later resumed with approval.
What authorities must establish
The first accountability question is straightforward: what caused a four-storey building still under construction to collapse while workers were inside?
Investigators must establish whether approved plans existed, whether the structure was being built to specification, what inspections had been carried out and whether any previous regulatory instruction was obeyed.
If documentary records confirm that construction continued after a valid sealing or stop-work order, authorities must explain how work resumed and whether any approval was subsequently granted.
