Lagos Court Orders CBN to Disclose PSC Accounts Over ₦100m Judgment

A Federal High Court in Lagos has ordered the Central Bank of Nigeria to provide fuller disclosure of accounts linked to the Police Service Commission in proceedings to enforce an earlier ₦100 million damages judgment.

Justice D.I. Dipeolu made the order on September 25, 2026, in Suit No. FHC/L/CS/1509/2017.

The enforcement proceedings arise from a May 2020 judgment awarding ₦100 million in damages and ₦30,000 in costs to Godwin Udoh and his children.

The litigation arose from the alleged fatal shooting of Comfort Udoh and injuries suffered by her husband during a 2015 incident in Ijegun.

The latest ruling does not create a fresh liability finding and does not itself order immediate payment of the ₦100 million.

Court seeks fuller PSC account disclosure

The judgment creditors challenged an earlier disclosure that reportedly showed only one PSC account with a zero balance and no transaction history.

The CBN opposed the application, arguing that it had already complied with the earlier order and that the applicants had not established the existence of additional undisclosed accounts.

Justice Dipeolu held that the disclosure was not sufficiently detailed to show the PSC’s budgetary allocations and expenditures.

The court consequently ordered a more comprehensive statement of PSC accounts across relevant Treasury Single Account platforms.

Enforcement follows 2020 damages award

The underlying judgment was delivered on May 20, 2020.

The court awarded ₦100 million in damages and ₦30,000 in costs to Udoh and his children in the rights-enforcement action.

The present proceedings concern enforcement of that judgment and identification of funds that may be available for attachment.

They are not a fresh determination of liability.

What happens next

The next legal questions are whether the CBN complies with the disclosure order, whether attachable PSC funds are identified, and whether any appeal or stay application is filed.

As of the latest reviewed reporting, no fresh appeal, stay or compliance filing had been confirmed.
