Rivers Seals 21 Health Facilities, Says Three Arrested in Regulatory Crackdown
Rivers State health authorities say they sealed 21 hospitals, maternity facilities and diagnostic centres across five local government areas during a third-quarter enforcement exercise over alleged registration and minimum-standard violations, with three people arrested.
The action covered Obio/Akpor, Ikwerre, Port Harcourt, Ogba/Egbema/Ndoni and Etche, according to the state health authorities.
Officials said the 21 facilities comprised eight hospitals, five maternity facilities and eight diagnostic centres.
The ministry said 19 of the facilities were unregistered and operating below minimum standards, while one registered facility was also found operating below required standards.
The three arrests were made during the enforcement exercise, according to the authorities.
The arrests do not establish guilt, and the alleged regulatory violations remain allegations unless admitted or established through the appropriate legal process.
The state’s action raises two separate public-interest questions: whether facilities providing healthcare are meeting licensing and professional standards, and what happens to patients when a facility is sealed.
Authorities should make clear what continuity arrangements exist for people receiving treatment, tests, maternity care or follow-up services at affected facilities.
The enforcement also places responsibility on regulators to show the legal basis for each closure, how compliance standards are applied, and whether affected operators were given an opportunity to address deficiencies.
