Nigeria’s oil regulator has unveiled a major shift in export policy with the Nigerian Upstream Petroleum Advance Cargo Declaration Regulation, requiring real-time tracking for all oil shipments—a first of its kind in West Africa. The move, announced on June 18, 2025, mandates exporters to obtain permits, vessel clearance, and a unique identification number to monitor cargo movements electronically
 CRACKDOWN ON PIPELINE THEFT & UNDER-DECLARATION
The previous system allowed under-reporting and theft due to the lack of tracking infrastructure. Energy lawyer Ayodele Oni from Lagos-based Bloomfield Law applauded the change, noting:
“The previous system was not equipped for real-time tracking… leading to revenue losses,” Oni said.
The new framework obligates exporters to submit detailed cargo information—including consignee, destination port, tonnage, and arrival estimates. Non-compliance may attract fines up to $20,000 per violation
