NDLEA Says Mexican National Linked to Meth Network After Lagos Arrest, Ebonyi Lab Probe

Nigeria’s National Drug Law Enforcement Agency says a Mexican national arrested at Lagos airport is linked to an alleged methamphetamine network under investigation across several states.

The agency identified the suspect as Arturo Carrera Loaiza, who it says was arrested on August 19 while attempting to leave Nigeria through the Murtala Muhammed International Airport in Lagos.

NDLEA disclosed the arrest publicly on September 15 as part of a broader investigation into suspected clandestine methamphetamine production involving Mexican and Nigerian nationals.

Investigation Spans Multiple States

According to NDLEA, the investigation followed earlier operations in Ogun and Oyo states.

The agency says three Mexican nationals and seven Nigerians were arrested at a forest location in Ogun State on May 16.

It also says another Mexican national, Jose Villa Ochoa, and four Nigerians were arrested on June 17 at a suspected methamphetamine laboratory in Tapa village, Oyo State.

NDLEA alleges that Ochoa identified Loaiza as the person who recruited him into Nigeria.

The agency says investigators later tracked Loaiza and arrested him at the Lagos airport in August.

Loaiza Denies Knowledge of Meth Production

NDLEA says Loaiza told investigators that he came to Nigeria after being invited by a Nigerian contact for what he understood to be a restaurant business venture.

According to the agency, he denied knowledge of methamphetamine production and denied involvement with the suspected Oyo laboratory.

That denial remains important to the legal status of the case.

NDLEA has described Loaiza as a “kingpin,” but that is the agency’s characterisation and not a judicial finding.

IDNN has not established that Loaiza has been convicted of an offence connected to the alleged network.

Ebonyi Property Becomes Part of Probe

NDLEA says investigators later traced activity connected to the investigation to a property in Ebonyi State.

The agency says it recovered chemicals, laboratory equipment and other materials it associates with methamphetamine production.

NDLEA also says image metadata and CCTV material formed part of its effort to connect Loaiza to the property.

Those claims remain part of the agency’s investigation and have not been independently established by IDNN as judicial findings.

The Accountability Question

The case now extends beyond one arrest.

If prosecutors substantiate NDLEA’s allegations, investigators will need to establish how the suspected network obtained properties, chemicals, equipment and any local assistance across multiple states.

The agency says it is continuing to pursue suspected financiers and collaborators.

The next legal test is whether the evidence gathered by investigators results in formal charges and can withstand scrutiny in court.

What happens next: IDNN will track Loaiza’s formal charge status, any court proceedings and further NDLEA disclosures concerning the alleged network.
