Lagos gives MDAs November 30 deadline on mandatory health insurance compliance

The Lagos State Government has given Ministries, Departments and Agencies that have not fully complied with its mandatory social health insurance policy until November 30, 2026, to meet the requirements.

Head of Service Olabode Agoro announced the deadline while presenting Certificates of Compliance to 63 MDAs that had met requirements under the state’s mandatory ILERA EKO compliance drive.

Subsequent reporting said another 21 MDAs later achieved full compliance.

Published accounts contain conflicting figures for the cumulative number of compliant and outstanding institutions, so IDNN is retaining the directly supported sequence — 63 initially compliant and 21 more later compliant — rather than presenting a disputed final total.

What Lagos is requiring from MDAs

Under the compliance drive, public institutions are expected to support implementation of mandatory health insurance by enrolling eligible staff, linking residents to the Lagos State Health Management Agency and providing verification and enrolment-support points.

The policy also requires proof of ILERA EKO enrolment for specified government services covered by the Executive Order.

That requirement should not be interpreted as applying automatically to every Lagos government service or to emergency healthcare access.

Agoro said the state was beginning with its own institutions so that public agencies implementing the policy would themselves comply with it.

Compliance drive continues

The state says monitoring and technical support will continue for institutions that have not completed the compliance process ahead of the November 30 deadline.

Current reporting supports that 63 MDAs were initially certified and another 21 subsequently met the requirements.

IDNN is not publishing a final compliant or outstanding total because the available figures do not reconcile consistently.

The signing year of the Executive Order is also excluded from this report because published sources conflict on that detail and the primary document has not been independently confirmed.

Registration figures show scale, not care delivered

LASHMA says more than 1.89 million lives were registered on ILERA EKO as of the end of August 2026 and that its network included more than 640 healthcare facilities.

Those are agency programme figures.

Registration does not automatically establish that every registered person has active coverage at a given moment, has successfully accessed an accredited provider or has received the treatment covered by the scheme.

Likewise, administrative compliance by an MDA does not by itself prove that residents are receiving timely, affordable or satisfactory care.

What the policy means for residents

Residents dealing with government institutions covered by the Executive Order may increasingly be asked to provide proof of ILERA EKO enrolment for specified services.

The state says verification and enrolment-support arrangements are intended to help residents meet the requirement.

The public-interest test goes beyond registration numbers.

The central accountability question is whether mandatory enrolment produces meaningful access to healthcare — including functioning provider networks, covered treatment, complaint resolution and continuity of care.

November deadline sets next accountability test

The November 30 deadline gives Lagos a clear point at which to assess institutional compliance.

For now, what is established is that 63 MDAs were initially certified and another 21 were subsequently reported to have achieved full compliance.

What remains unresolved is the precise cumulative MDA count in conflicting published records and whether administrative compliance is translating into dependable healthcare access for Lagos residents.

That distinction matters: registration is not the same as active coverage, and active coverage is not the same as treatment delivered.
