Ghana’s President Mahama Removes Chief Justice Torkornoo in Judiciary Shakeup

Accra was rocked on Monday after Ghana’s President John Dramani Mahama announced the removal of Chief Justice Gertrude Torkornoo in what officials described as a judiciary “realignment.”

The presidency said the decision was reached after a judicial performance review, which recommended sweeping reforms to strengthen accountability and efficiency. Torkornoo, who became Ghana’s 15th Chief Justice in June 2023, was seen as a reformist judge with a strong stance on anti-corruption and digitalisation of court processes.

In a statement, the presidency argued that the judiciary must be repositioned to serve the people more effectively.

“Our democracy is anchored on justice, but justice must be responsive. This government is committed to making the courts people-centred. Change at the top was necessary to reset direction,” a presidential aide said.

The decision has split opinion in Ghana. Supporters argue that Mahama acted within constitutional authority to strengthen the justice system. Critics, however, claim the move undermines judicial independence and could embolden executive overreach.

Civil society groups in Accra have already called for transparency in the process that led to Torkornoo’s dismissal, warning that anything less could erode public confidence in Ghana’s judiciary.

The Ghana Bar Association (GBA) said it would meet this week to consider a formal response. Opposition MPs described the shakeup as a “political decapitation” of the judiciary, accusing the government of interfering in the courts for partisan gain.

Analysts note that the removal of a sitting Chief Justice is rare in Ghana’s history and could set a precedent for future political showdowns between the executive and judiciary.

“This will define Mahama’s legacy on rule of law — either as a reformist bold enough to act, or as a president who trampled on judicial independence,” one Accra-based political analyst told IDNN.

The presidency is yet to name a successor, though speculation is rife that a senior Supreme Court justice aligned with the ruling party could be announced within days.
