Delta police probe Okpara Inland fatal shooting, property attacks

Delta police probe fatal shooting, subsequent attacks in Okpara Inland

The Delta State Police Command has opened an investigation into the fatal shooting of a young man known as Don Cross and the violence that followed in Okpara Inland, Ethiope East Local Government Area.

Commissioner of Police Samuel Erale ordered a thorough investigation after visiting the community following the October 12 incident.

Police say preliminary inquiries indicate that people from a yet-to-be-identified security outfit allegedly carried out a reported drug raid during which Don Cross was allegedly shot.

He later died while receiving treatment.

The police account remains preliminary, and the available record reviewed by IDNN does not establish who fired the fatal shot.

Security outfit remains unidentified

Police have not publicly identified the security outfit involved in the reported operation.

The available record also does not establish the specific authority under which the operation was conducted or whether the use of force that led to the shooting was lawful.

Those issues remain matters for investigation.

IDNN is therefore not attributing the fatal shooting to any named security agency, unit or officer.

Subsequent attacks damaged property

Police said attacks followed the shooting and damaged property belonging to community leaders.

According to the command, the reported damage included attacks on the residence of the community president-general, burnt vehicles, damage to other community leaders’ properties and vandalism of the town hall.

A motorcycle belonging to a local vigilante was also reported burnt.

Police and military personnel were deployed to the area as authorities moved to restore order.

The available evidence does not yet establish who carried out each of the subsequent attacks.

Two accountability questions

The investigation now has two distinct parts.

The first is the fatal shooting itself: who conducted the reported operation, who fired the shot, and under what authority.

The second is the violence that followed: who attacked community leaders and damaged property.

Those issues should not be merged into a single assumption of responsibility before investigators establish the evidence.

What is established

The police investigation is confirmed.

Don Cross died after the reported shooting.

The Commissioner of Police visited the community and ordered a thorough probe.

Police also reported damage to homes, vehicles, the town hall and other property, while security personnel were deployed to the area.

What remains unresolved

The identity of the security outfit has not been publicly established.

No public finding reviewed by IDNN identifies who fired the fatal shot.

The legality and precise purpose of the reported operation remain unresolved.

No final police finding has assigned criminal responsibility for the later attacks.

What happens next

For residents of Okpara Inland, the immediate consequence is a death under disputed security circumstances followed by further insecurity and property damage.

The accountability test is whether investigators establish who conducted the operation, whether it was authorised, who fired the fatal shot and who carried out the subsequent attacks.

If a security agency, unit or individual is later identified adversely, IDNN will seek their response before treating any culpability claim as established.

IDNN will also track arrests, forensic or medical findings, official conclusions on the shooting and developments in the investigation into the subsequent attacks.
